You can do it with 24 players, as every person can drop 6 ATMs and 6 C4s without them disappearing. 288 explosives can cover a pretty big area, as long as you chain them close enough together to simultaneously detonate.

Everything was already blown up. When you enter a server, the game loads showing all buildings intact, but they had already been demolished.

Have you never noticed that before. when you join atacama and all the buildings just so happen to come down at once and you notice that before you get spawncamped and tbagged by 9 clan guys and a random rank20 who doesnt know whats going on but hes an awesome fucking sniper somewhere?

Maybe you joined laguna alta and the shack blew the fuck up immediately but noone was there or maybe you joined osasis and spawned at A and the entire building just happened to come down at that exact moment
